從德國的“工業4.0”、美國的“先進制造伙伴戰略”到英國的“高價值戰略”，全球主要制造業大國均在積極推動制造業轉型升級，工業互聯網已成為主要工業國家搶占國際制造業競爭的制高點、尋求經濟新增長點的共同選擇。近幾年，我國也明確提出《中國制造2025》、“互聯網＋”等重大戰略支持工業互聯網發展。而三大運營商、海爾、華為、阿里等紛紛入局工業互聯網產業。2018年，在有關部門的引導帶動下，我國將迎來全面建設工業互聯網的開局之年。

廣東聯通攜手26家企業入局
1月31日，在“創新合作 智造共贏”廣東聯通工業互聯網合作伙伴大會上，廣東聯通現場發布了助力企業“智能制造”解決方案、“工業裝備聯網”策略方案及“上云用云”優惠政策，同時進行了生態合作簽約。在助力企業“智能制造”解決方案合作領域，廣東聯通與樹根互聯、美云智數等13家企業簽訂《廣東聯通2018年助力企業“智能制造”生態戰略合作協議》；在“工業裝備聯網”策略方案合作領域，廣東聯通與研華科技、魯班通、廣州極迅客等7家企業簽訂《廣東聯通2018年工業裝備聯網生態戰略合作協議》；在助力中小企業“上云用云”合作領域，廣東聯通與思科公司、中設智控、東軟集團等6家企業簽訂《廣東聯通2018年助力中小企業“上云用云”生態戰略合作協議》。這些戰略合作簽約標志著廣東聯通在2018年將聯合26家供給資源池企業，為全省工業企業提供更便利更多樣的產品和服務。

工信部將啟動三年行動計劃
廣東聯通的此次行動，僅僅是去年以來不少企業紛紛入局工業互聯網的一個案例。
在近日召開的“2017工業互聯網峰會”上，工信部部長苗圩表示，工信部將統籌推進工業互聯網發展的“323”行動，還將組織開展工業互聯網項目試點示范，推進工業互聯網試點城市和示范基地建設，推動工業互聯網應用由過去家電、服裝、機械產業向飛機、石化、鋼鐵、橡膠、物流等更廣泛領域普及。所謂“323”行動，是指打造網絡、平臺、安全三大體系，推進兩類應用，一是大型企業集成創新，二是中小企業應用普及，構建產業、生態和國際化三大支撐。工信部總經濟師王新哲表示，工信部將在2018年實施工業互聯網三年行動計劃，并啟動首期工程。

成立產業聯盟聚攏資源
作為制造業與互聯網深度融合的產物，工業互聯網已成為新工業革命的關鍵支撐和智能制造的重要基石。在這種形勢下，2017年，國務院發布《深化“互聯網＋先進制造業”發展工業互聯網的指導意見》，對中國工業互聯網發展做出戰略部署，提出到2025年、2035年和本世紀中葉三階段發展目標。
苗圩表示，2016年以來，在各方的努力下，我國工業互聯網發展進入快車道，企業積極性和活躍度都在顯著提升，在新型網絡的部署、工業互聯網平臺、工業大數據分析以及安全保障等關鍵領域涌現出一批綜合集成解決方案，形成了一批驗證示范平臺和優秀應用案例。
實際上，為利用互聯網創新優勢，打造中國版“工業4．0”，推動工業高效升級，工業互聯網產業聯盟于2016年初在工信部的指導下成立。該產業聯盟以打造一個開放、包容的產業聯盟為宗旨，聯盟成員數量從成立之初的143家已上升至309家，其中7％的成員來自境外，目前該聯盟已下設8個工作組和4個特設組。
一年多來，該聯盟在工業互聯網技術研究、標準研制、試驗驗證、產業推廣和國際交流等方面開展了大量工作。

數字化基礎薄弱成為難題
據咨詢機構IoT Analytics的統計，全球工業互聯網平臺數量超過150個，預計2021年工業互聯網平臺市場規模將達到16．44億美元。
目前，我國大量工業制造設備老舊，連接十分困難，每一個信息設備的孤島相互隔離，數據的采集也很困難。另外，系統數據相對獨立，管理起來非常難。工廠體系也是五花八門，數據的流量一旦介入生產環節，流量巨大，擴容也很困難。在這種情況下，就需要一個工業互聯網的平臺實現“兩個連接”的愿景，即企業工業專網的連接和客戶互聯網的連接。

在談到中國發展工業互聯網的短板時，工業互聯網產業聯盟秘書長余曉輝認為，由于我國工業化發展起步較晚，制造業發展水平參差不齊，很多企業數字化網絡化基礎相對薄弱，即使是已經具備一定數字化基礎的企業，在數據采集、網絡互聯、數據互通與互操作等方面往往存在一定困難。與此同時，雖然我國信息技術產業有一定優勢，但高端裝備、自動化、工業軟件、工業網絡等領域與國外還是存在較大差距，工業互聯網發展所需的產業基礎尚不完備，在工業人工智能等新領域的布局也需要進一步加快。
